Dr. R. K. Dave’s domain of expertise includes – Spectrum Management, SCADA, eGovernance, Information and Communication Technology (ICT), Emergency & Disaster Management and Project Management. As a civil servant, he was involved in “development and management” of National Policies on – Global Maritime Distress Safety System (1991-94), Policy on “Right of Way (RoW) for laying underground Optical Fiber Cables (OFC), National Policy on e-Governance (including State Wide Area Network Policy (2004-2005) and Broadband Policy (2004-2005).
He provided expert consulting services for number of projects in ICT and Disaster Management including Information Highway between Bangladesh, Nepal, Bhutan, India (ADB), SPIC (Irrigation productivity) project (World Bank, Madhya Pradesh), Tono and Vea Irrigation project (World Bank, Ghana, Africa), SCADA system (GIFT), EOC network (GSDMA),EOC network (Uttarakhand Govt.), SCADA for City Water Distribution system Vadodara (VMC), Riverside Alert and warning system (Tehari Hydro Dam Corp India Ltd) other projects where Dr. Dave provided expert services through various agencies.
eGovernance projects commissioned under his lead includes – Epidemic surveillance system, Teacher Training system, On-Line treasury system, Grievance redressal system, Security and access control system were few of the application commissioned. Dr. Dave advised to the States of Jharkhand, Karnataka and Himachal Pradesh in the capacity of external experts on State Wide Area Network (SWAN).
As a senior specialist (Policy and Plans) with National Disaster Management Authority – Dr. Dave was responsible for developing National Disaster Management Plan, National Guide on Crowd Management, SDMP, and DDMPs. He mentored several research projects in Disaster management; Power, water, health etc. while working as Head Government Initiatives with Information Technology Research Academy (ITRA) project under MeitY (GoI). He possesses expertise in almost all sections of ICT and Disaster management including policy, planning, research and project management
Dr. Dave is a member of the committee on future alert and warning system: Research Direction funded by Department of Homeland Security (USA). He also a member of National Committee (India) on Smart Grid Communication system constituted by Government of India.
Dr. Dave did his B.E. (Electronics & Communication) from M.B.M. Engineering College (Jodhpur), M.B.A. from Gujarat University, M.S.H.S. (emergency & disaster management) from Tour International University (CA, USA) and Ph.D. in Emergency & Disaster management from Gujarat University. He has participated in several National/international workshops/seminars on various subjects including Disaster Management, eGovernance, SCADA system and holds two US patents on the surgical instruments.
